Telecommunications Act: Broadband monitoring
The Commerce Commission has completed the fifth quarter of its monitoring of uptake of residential broadband services
provided or supported by Telecom New Zealand Limited.
The monitoring programme tracks Telecom's performance against a target of 250,000 residential broadband connections by
the end of 2005, of which more than a third (approximately 83,000) are supplied by Telecom's wholesale customers.
Telecom has questioned the nature and size of the wholesale target. The Commission is satisfied that the treatment of
that target is correct.
As at 30 September 2005, Telecom has reported a total of 244,086 residential broadband connections, comprising 197,027
retail connections and 47,059 wholesale connections. This represents 97.6 per cent of the aggregate target and 56.7 per
cent of the wholesale target.
The services which are counted towards the wholesale target are the wholesale bitstream service, the resold Jetstream
service, and Wholesale Broadband Solution (WBS) services. The Commission regards these services as reliable indicators
of wholesale performance. The Commission continues to regard services sold under the Jetstream Partnering Program as
Telecom's retail services.
