Wellington City Council Chooses Peoplesoft Balanced Scorecard
Software Will Facilitate Greater Accountability to Rate Payers
Wellington City Council today announced it has purchased PeopleSoft Balanced Scorecard to measure and manage its effectiveness real time, to deliver greater accountability and performance to the City’s residents.
PeopleSoft Balanced Scorecard will be implemented across the Council’s 34 business units as part of Council’s strategic IT plan, and have 50-60 users over all Wellington City Council sites with 1300 employees.
PeopleSoft Balanced Scorecard is a pure Internet solution that measures performance using multiple perspectives such as financial, customer, internal processes, and learning and growth indicators. It draws information from all systems into a single strategic framework that provides performance data across the entire organisation.
Wellington City Council Business Strategy Manager Paul Shields said, “We are keen to develop a consistent toolset across the organisation which will ultimately lead to greater efficiencies. PeopleSoft Balanced Scorecard draws on data from other PeopleSoft applications as well as other non-PeopleSoft sources to calculate key performance indicators. It provides a more complete view of performance by incorporating information from across the organisation into calculations and analysis.
“We have been looking for some time to roll out a scorecard system that would meet our technical needs as well as the organisational theory. We were looking for a solution that would support our strategic planning and organisational learning.”
Previously Wellington City Council used an internally developed spreadsheet based scorecard system and 7.5 PeopleSoft Budgets Module.
Commenting on Wellington City Council’s selection of PeopleSoft and the Balanced Scorecard, David Webster, PeopleSoft Managing Director Australia and New Zealand said, “Every organisation whether it’s a public or private enterprise is demanding more accountability and the ability to make decisions based on current business information. With PeopleSoft Balanced Scorecard, the Council will be able to manage their organisation real time, and because PeopleSoft’s solutions are delivered through a standard web browser on Pure Internet Architecture™, it has enabled the Council to ensure a wide number of employees can use the solution effectively, with reduced total cost of ownership.”
“PeopleSoft Balanced Scorecard is a specialist module which follows industry best practice. It has a structured methodology and is far superior to anything we were using in-house,” says Mr Shields.
“We didn’t want to have to develop or customise a solution. We are trying to keep the system as vanilla as possible.”
Given the diversity of business unit activities, Wellington City Council will implement 34 separate scorecards for individual business units to measure organisational effectiveness, as well as measuring performance across the organisation as a whole.
Integrated Approach
The implementation will tie-in with the Council’s upgrade to PeopleSoft Budgeting 8.3 and PeopleSoft Financials 8.4. The seamless interface with existing modules from PeopleSoft influenced the Council’s decision to select PeopleSoft Balanced Scorecard.
The Council plans to go live with the module in August and the project team and key users have begun working with PeopleSoft Consulting to develop a prototype for the implementation.
Mr Shields anticipates improved information management and information reporting across the organisation with PeopleSoft Balanced Scorecard.
“As part of our strategic IT plan we are putting in place policies to demonstrate best value service delivery. With PeopleSoft Balanced Scorecard we will be able to monitor performance against goals with targets set at the corporate, department and individual level. This should lead to greater efficiencies and ultimately will enable greater accountability to Wellington’s rate payers.”
The Council is looking at moving to SQL Server 2000 with Compaq/Intel servers using Windows 2000. The implementation of PeopleSoft Balanced Scorecard will be the prototype for the new platform.
