Upsurge in Non-residential Building The value of consents issued for non-residential building projects in November 1999
was $273.1 million, the highest since April 1998. A number of large consents worth over $10 million each contributed to
the higher than usual total. In all but one of the previous months throughout 1999, the non-residential total has been
below $200 million. The underlying trend has shown slight upward movement since March 1999.
The total value of consents recorded for shops, restaurants and taverns was the highest since August 1994, while several
large consents for factories contributed to the highest total for that building type since July 1997.
Consents were issued for 2,182 new dwelling units in November, valued at $301 million. This includes 281 apartment
units, most of which were in Auckland and Waitakere. Following a period of strong growth throughout the June and
September 1999 quarters, the number of apartment units authorised has levelled off in the last two months. The
underlying trend for both the number of new dwelling units and the value of residential building consents has been
declining for the last two months.
The total value of consents issued for all building work in November was $642.1 million. This is the highest monthly
total on record, and is driven by the high total recorded for non-residential buildings. Despite the high total, the
underlying trend for all buildings is declining due to the decrease in the value of residential building consents, which
overshadows the increase in non-residential buildings.
