Capital Programme to be delivered as shared service
Christchurch City Council’s City Solutions Unit is to be developed as a new group which will deliver the council’s $1.9 billion capital programme over the next 10 years as a shared service.
A new role General Manager Capital Programme reporting to the Chief Executive has been created and will be advertised shortly. As a result of this decision the role of General Manager Strategic Development has been disestablished.
Council Chief Executive, Dr Lesley McTurk says that establishing a capital programme shared service provider provides the framework which will allow the Council to meet its capital programme commitment.
“The Local Government Act and our commitment to our 2006/16 Long Term Council Community Plan bring a new level of scrutiny of our activities in line with legislative and audit requirements,” Dr McTurk says.
“The size and complexity of our capital budgets also requires more integrated planning across the organisation, prior to consultation and project delivery, which this will ensure.”
She says that staff feedback has been very supportive of the move to a shared service approach for the delivery of the organisation-wide capital programme. It was seen to positively address some of the challenges Council faces and to make good sense.
