Draft Plan Online
From Connor Huntley's eight-word plea that, "animals should be left to live a life" to a new 11-point "scorecard" which
a business lobby group proposes to use in monitoring Christchurch City Council's performance, this year's public
submissions about the CCC's draft annual plan for the 2005/06 year are now online at
www.ccc.govt.nz/Ltccp/AnnualPlan/Draft/APSubmissions/
In all, the Council received 189 submissions. The draft document was made available for public comment from 11 April
until 13 May.
Early next month City Councillors will hold meetings to listen to and quiz any submitters who wish to personally state
their opinions about the Draft Plan, which covers the 12 months from 1 July. Those meetings, from 7-13 June, are open to
the public and anyone interested in Council processes is welcome to attend.
The draft annual plan follows closely the commitments made in last year's 2004-14 Long-Term Council Community Plan and
explains any variations. In order to maintain the levels of service set out in that long-term plan, the draft plan for
2005/06 proposes an average rates increase of 3.49 per cent, slightly under what had been forecast.
The meetings to hear and consider public submissions are open to the public, on: Tuesday, 7 June Wednesday, 8 June
Thursday, 9 June Friday, 10 June Monday, 13 June.
These meetings will be held in the Council Chambers on the ground floor of the main Council building at 163 Tuam Street
in the city. All but the Thursday meeting will begin at 9.30am. On Thursday mornings the City Council sits from 9.30am
and the Annual Plan hearings that day will begin at 1pm.
Fifty submissions - about a quarter of the total - were electronic communications, arriving either through a form on the
Council website or as emails. The Council began processing electronic submissions in 1999 and this is the first year
their proportion has fallen. From 1999 until 2004 their share of total submissions had risen steeply, jumping from about
6 to 40 per cent over that time.
